Police in South Wales handcuffed an 18-year-old on Monday for a deadly crash. Officers say a car rammed a cyclist on a local street near Newport. The victim died at the scene. The driver stopped close by, came back, and then left again. A man in the car ended up in hospital carrying injuries. Cops also took another suspect into custody related to a caravan fatality. They cut him loose but laid down strict rules. He must stay home and report weekly.
