One notable example is the Parkmerced project, which has been stalled for 14 years after its approval by the San Francisco Board of Supervisors in 2011.

"Of course, they've made promises, but they also ruined the neighborhood,"

said Mohammed Husseini, a longtime resident of Parkmerced, who along with his brother has lived there for over 30 years.

The city's ability to meet its quota remains uncertain due to such stalled projects.
