A climber in Yosemite National Park captured videos of BASE jumpers illegally jumping from El Capitan during the U.S. government shutdown.
The shutdown led to limited staffing, weakening park enforcement, and allowing individuals to engage in illegal activities.

Charles Winstead, a trail runner and climber, witnessed over eight people BASE jumping from El Capitan on October 6 and 12.
