Adrian Delia invited Prime Minister Robert Abela to visit St Luke’s Hospital to demonstrate what the public gained for the €884 million paid to Steward Healthcare over the years. Delia emphasized that the concession agreements with Vitals and later Steward required more than just providing services.
He stated, “They were meant to have upgraded three hospitals and build a new hospital in Gozo but they didn’t do any of that.”
Delia further criticized St Luke’s Hospital, saying it is neglected: “St Luke’s is completely abandoned. Only pigeons live here and there is no sign of the 400 beds that the concession had pledged.”

Delia and Shadow Health Minister Stephen Spiteri spoke at a press conference outside St Luke’s after arbitration between the government and Steward ended at the International Chamber of Commerce (ICC). The ICC rejected Steward’s €148 million compensation claim following the termination of the hospital concession, aligning with Delia’s legal victory.
The ICC noted Steward received €885 million from the government, while the government’s benefits amounted to €890 million, leaving a €4.78 million shortfall owed to Steward.
