The Pennsylvania Department of Community and Economic Development (DCED) is led by Rick Siger, who focuses on driving innovation, business growth, and competitiveness across the Commonwealth.
In 2024, Rick Siger and Governor Josh Shapiro introduced Pennsylvania’s Ten-Year Economic Development Strategy, the state’s first long-term economic plan in almost twenty years. Under his guidance, DCED launched key programs such as PA SITES, which expands shovel-ready sites in Pennsylvania, and Main Street Matters, aimed at revitalizing downtown areas and main streets.
Siger has strengthened collaboration between state and local governments and private businesses. Notably, efforts to revitalize downtown Pittsburgh attracted nearly $600 million in public and private investment. Since 2023, the Shapiro Administration has secured over $25.6 billion in private-sector investment, creating more than 12,500 family-sustaining jobs statewide.
Before joining DCED, Rick Siger was Chief of Staff at Carnegie Mellon University and served over seven years under President Obama in senior White House roles. A native of Pittsburgh, he holds a bachelor’s degree.
