Belfast City Council emphasizes that ensuring building safety is the responsibility of individual property owners. However, the council has the authority to act when safety concerns are reported.
In July 2025, officers received a request to investigate certain apartments at Victoria Square. Following this, the council sought approval from the Department for Infrastructure to temporarily close Montgomery Street due to potential issues with some structural columns inside the apartments, including one near Montgomery Street.
This decision was based on assessments by the council’s Building Control surveyors and an independent chartered engineer. The closure is a precautionary action taken to protect public safety while investigations continue.
There was no indication that closing Chichester Street or any other nearby areas was necessary.
Officers updated affected businesses, including those in Erskine House, and noted that any mitigation decisions are the responsibility of individual property owners, not the council.
Details about the temporary closure were shared with the media, and the council clarified that the closure was precautionary in all follow-up enquiries.
"This was – and remains - a precautionary measure, taken in the interest of public safety, while our investigations continue."
