Mercosur: no signature before the adoption of a safeguard clause, declares a French minister

Mercosur Agreement and the Safeguard Clause

The European Union's enhanced safeguard clause aims to protect agricultural sectors under the trade deal with four Mercosur countries. France insists on adopting and recognizing this clause prior to signing the agreement.

French Minister's Statement

“We want this clause to be adopted and recognized by the Mercosur countries before any signature of the agreement,” said Minister Benjamin Haddad in an interview with Journal du Dimanche (JDD).

France is currently evaluating whether these safeguards will effectively shield the agricultural sector from market disruptions.

Key Points from Brussels

“The second essential point, on which we want a quick result, is the need to have a series of mirror clauses so that the same standards are applied to European products and imported products,” Haddad emphasized.

Next Steps for the Agreement

The agreement, adopted by the European Commission on September 3, 2025, must be approved by all 27 EU member states before it can take effect. Brussels expects the approval process to conclude by the end of December.

Author's summary: France demands the Mercosur trade deal include and recognize crucial safeguard clauses to protect farmers before signing, with EU approval expected by year's end.
